Who follows By-Laws Anyways?

So why don't people feel by-laws are real laws? Here's 625 cigarette butts and 130 pieces of garbage collected for McDoo's restaurant (Matt) in Bobcaygeon, Ontario. The butts are from Ottawa, Ontario and Smiths Falls, Ontario and the garbage is from Gananoque, Ontario. Weird things found: DVD case and glasses. Thank you McDoo's!
